Tyre barriers were first introduced in 1981. I'm fairly sure that the FIA sets crash standards and it is up to the track officials to ensure that the track is safe. You design your track submit it to the FIA and then they tell you whether it passes or whether it fails and what you have to change. The big issues are speed, corner radius, tightening of corner radius visibility profile runoff areas and a couple of others.
