How do I obtain a Carte De Sejour in France without a visa

How do I obtain a Carte De Sejour in France without a visa?
I'm PACsed (domestic partner) with a French Citizen. The laws changed (no longer 1 year of living together to receive the vie privee et familliale), but i don't know if i need to get a long stay visa before i get the carte de sejour. the prefecture told me i needed to go to monaco for it.. or australia?! which was really weird, since i'm american. i live in france and have lived here for almost a year visaless. the prefecture assured me that i will not be arrested, but to work i need the carte. hope someone can help.. thanks

We don't arrest American......that to say you can remain in France. 220 years earlier we were quite the same country. But in fact to work and may be to be insured by our health insurance you need un titre de séjour You have to ask a long stay visa then come in France and redo the job at the prefecture they are paper hungry to get the carte de séjour. I have the same trouble i'm not married with my american girlfriend becaus ethe french atorney wanted to ask for un certificat de coutume!!!!!he forget that polygamy is forbidden and I became mad In the states I do have to care and do be married may be possible that they deport the french.....all this paper bother us like the driving licence about this subject care With a Licence from Cal fe you will be allowed to drive one year but no more and will have to pass our they are mean. There is a way look how stupid if you have had uyour licence in some states from old Louisiana ask they will convert and turn your licnece into a french one!!!!!!! I know a girl coming from Siberia she never drive a car but they convert her licence. Care the French administration you will not be arrested but can be in trouble for few.
